Lock the scrolling action bar

is there a way to prevent the bottom scrolling action bar (the main action bar, where you can scroll between 4 bars) from being a 'scrolling' action bar?

Even though it's only a tiny spot to click to scroll up or down the bar, I seem to often accidentally hit it during heavy combat/PVP and by the time I notice I'm almost dead.

You could use an addon like Bartender or Dominos instead.
